In order to further reduce energy consumption and speed up the development of green transportation in the province, the Provincial Department of Transportation and the Provincial Development and Reform Commission and the Provincial Department of Finance have decided to support and encourage the introduction of contract energy management mode and vigorously promote the energy-saving renovation of highway tunnel lighting LED.

Second, energy-saving service companies that require energy management projects for tunnel lighting energy-saving contracts should be openly selected from the energy-saving service companies registered by the National Development and Reform Commission and the Ministry of Finance. Purchasing standards are accounted for according to the size of the project, and a reasonable low price method is adopted.

Thirdly, it is recommended to adopt the “energy cost custody-based” energy-saving service mode, and each expressway management office will pay the relevant expenses to the energy-saving service company that undertakes the energy-saving renovation project in accordance with the relevant provisions of the treasury centralized payment system.

Fourth, it is clear that the cost of the tunnel lighting energy-saving renovation contract energy management project paid to the energy-saving service company is set by the expressway management office in the annual project budget "project expenditure - maintenance expenditure - productive electricity bill", and reported to the provincial finance The Procurement Office of the Office is on record.

Fifth, in view of the energy-saving retrofit of tunnel LED has been listed as an important work content of Hubei to create a green transportation province, the Provincial Department of Transportation requires the provincial high-level management bureau to promptly formulate the implementation plan of the theme project of LED lighting energy-saving technology application in Hubei Province.
