Third, qualification requirements:
1. The bidder shall be an enterprise registered in the People's Republic of China in accordance with the "Company Law of the People's Republic of China" and with an independent legal personality with a registered capital of 5 million yuan and above.
2. Bidders should be legal taxpayers.
3. The bidder must have the corresponding ability of quality control, operation and management in terms of professional technology, equipment and facilities, personnel organization, and performance experience.
4. Bidders should have good bank credit and business reputation, and they should not be ordered to suspend business, assets should be taken over, frozen, or bankrupted.
5. The bidder did not have a major safety accident in the past three years.
6. Units in charge of the same person or different units with controlling and management relationships may not bid on the same bid.
7. The bidder did not default on any contract or was contracted by or for the reason of the bidder in the past 3 years.
8. The Bidder shall possess the qualifications of Grade 3 and above for "Installation (Repair and Trial) Power Facilities Permit" or "Class 3 of the General Contract for Power Engineering Construction".
9. The bidder must have advanced and mature, safe and reliable technology and construction capabilities, and have corresponding qualification certificates.
10. The bidder should have good construction performance, and provide related performance tables (including company performance and individual performance of construction staff) and certification materials. Similar projects were completed in more than two project units in the past two years.

The qualification review work is independently responsible by the bid evaluation committee after the bid opening. The bids that have not passed the qualification examination will be deemed as invalid bids.
