Shenzhen into the world's largest LED base

In recent years, the export of LED products in Shenzhen has grown at a geometric level and the development is gratifying. However, due to technical regulations and standards related to LED products are still being developed, the core technology has been monopolized by European, American and Japanese manufacturers. Technical barriers to trade have become a major obstacle to the development of Shenzhen LED industry in depth.

Thirty percent of export enterprises are affected by trade barriers and technical trade barriers have become one of the major obstacles for the Shenzhen LED industry to develop in depth. According to briefings, in the first half of this year, the Shenzhen Inspection and Quarantine Bureau conducted a survey on the impact of foreign technology barriers in 2009 by Shenzhen enterprises. The survey results show that more than 30% of export enterprises in Shenzhen in 2009 were affected by foreign technical trade barriers, and the direct loss amounted to several billion US dollars. In the first half of this year, among the export lamps that Shenzhen was notified of by the European Union, LED lamps accounted for nearly 40%. Experts believe that if Shenzhen LED industry exports want to become bigger and stronger, they must effectively break the challenges of foreign technical barriers to trade.

The government department has “broken” the tricks for enterprises. It is reported that in order to help Shenzhen LED export enterprises “break the wall” more effectively, Shenzhen Inspection and Quarantine Bureau will jointly launch a series of measures. This includes a comprehensive analysis of the results of questionnaire surveys and on-site investigations, the formation of research reports, proposals for responding to foreign technical trade barriers, and provision of decision-making reference for the government's adjustment of macro industrial structure and support for the development of strategic pillar industries. Based on the results of the survey, we will select the technical trade measures that have a major impact on Shenzhen LED companies to train the companies, so that the majority of LED export enterprises will timely grasp the latest requirements and implementation procedures for the product specifications of the export market. At the same time, for the more seriously damaged companies provide free technical solutions, and help companies understand the WTO rules, learn to use WTO rules to protect the legitimate rights and interests of enterprises.

In addition, a plan for joint establishment of laboratories and laboratories was implemented to improve the standardization and overall testing of laboratories for exporting LED products, and at the same time help qualified enterprise laboratories to obtain CNAS (China National Accreditation Service for Conformity Assessment) accreditation. It also vigorously promoted the construction of a Shenzhen LED product public inspection platform and technical service platform to provide enterprises with convenient inspection services and foreign technical trade barriers to respond to technical consulting services and solutions.
