Yesterday, Party Secretary Wang Yanwen submitted a proposal on the “Led Industry Promotion Law” to the General Assembly. He suggested establishing a LED industry standard system, increasing key technology R&D investment in the LED industry, focusing on supporting LED industrialization bases such as Yangzhou, and strengthening LED lighting. The application of the products in public projects and the promotion of the whole society clearly defined the timetable for the phase-out of low-efficiency lighting products such as incandescent lamps using LED energy-saving lighting products, and accelerated the formulation of tax incentives and other incentive policies.

Wang Yanwen briefly outlined the development prospects of LED (semiconductor lighting), the current status of China's LED industry development and policy environment. She pointed out that we urgently need to formulate the "Led Industry Promotion Law," and promote China's LED industry to seize the initiative and win the initiative in the new round of international industrial development competition.

The motion analyzes and formulates the "LED Industry Promotion Law" in many aspects. The motion takes China as an example. If 50% of the lighting devices use LED lamps, at least 129.7 billion kWh of electricity can be saved in one year, which is equivalent to building three Three Gorges hydropower stations, which can save 100 billion yuan in power plant construction costs, and can also reduce 82.75 million tons. carbon dioxide emissions.

Wang Yanwen suggested that the LED Industry Promotion Law should focus on four aspects.

First, establish the LED industry standard system. Provide industry with comprehensive and professional product performance testing, analysis and evaluation basis.

Second, increase the key technology R & D investment in the LED industry. The “Led Industry Promotion Law” stipulates that the government establish LED key technology research and development funds such as substrates, epitaxial wafers, chips, etc., and rely heavily on supporting and supporting LED industrialization bases such as Yangzhou, carry out research and development of LED industry core technologies, and lead the development of China’s LED industry.

Third, to strengthen the application of LED lighting products in public projects and the promotion of the whole society. "LED Industry Promotion Law" will include LED demonstration projects in the "energy saving and emission reduction" special projects, grant subsidies, and implement the subsidy policies as soon as possible through the evaluation of pilot work; the state will issue guidelines, implement the overall plan, and extend the experience to more public In the project, we should learn from the practices of countries such as Europe, the United States, Japan and South Korea, and make clear the timetable for the phase-out of incandescent lamps and other low-efficiency lighting products with LED energy-saving lighting products.

Fourth, speed up the formulation of tax incentives and other incentive policies. The “Led Industry Promotion Law” should also introduce preferential policies such as subsidies and taxation, and actively help key LED industrialization bases such as Yangzhou to grow bigger and stronger.
