中国首次运用财政补贴刺激高效照明产品推广

照明 产品5000万只的推广任务。这是中国首次运用财政补贴手段支持涉及广大消费者的终端节能产品推广。

根据两部委的安排，推广的主要产品是普通照明用自镇流荧光灯和双端荧光灯。河北、山西、江苏、浙江、山东、云南、广东等地推广任务为300万只，北京、吉林、黑龙江、福建、江西、河南、贵州、新疆等地推广任务为200万只。

同普通白炽灯相比，虽然节能灯等高效照明产品使用寿命长，节能效果明显，但由于单价高等原因，许多消费者认为这些产品“省电不省钱”，节能灯等产品在中国的普及程度还有待大幅度提高。为节约能源，国家决定拿出大批财政资金，降低相关高效照明产品的价格，扩大使用范围。

据国家电光源监督检验中心(北京)主任华树明介绍，目前，中国是世界最大的节能灯生产国和出口国，世界80%以上的节能灯产自中国。在中国推广高效照明产品，基础好，潜力大，见效快，是一项切实可行的节能减排措施。

据华树明测算，大中型节能灯企业生产的节能灯虽然单价较高，但能耗低，使用寿命长达6000小时以上，是白炽灯的6倍，长期使用，既节电又省钱。一只13瓦的节能灯光效相当于60瓦白炽灯，使用610小时后，节能灯节省的电费相当于购买成本(补贴前市场价)；使用6000小时，比白炽灯节约128元。

推广工作采取以企业为补贴对象、由企业将补贴资金让渡给消费者的间接补贴办法。根据补贴方案，国家对大宗用户，按中标协议供货价格30%、城乡居民按50%给予补贴，使推广产品价格达到一般用户和家庭都能接受的价格，保证推广任务的落实。

An important advantage of Cylindrical Packages or Cheeses is that the liquor flow is effected symmetrically towards the center line of the package.
